Gartner Highlights Sovereign AI and Agents as Key Drivers

Sovereign AI and AI agents are poised to transform government services worldwide within the next two to five years, according to a new Gartner report.

Released as part of its 2025 Hype Cycle for Government Services, the analysis highlights both technologies as high-potential drivers of public sector innovation, though their success will depend on balancing ambition with public trust and operational resilience.

Gartner notes that sovereign AI national strategies to develop independent artificial intelligence capabilities are becoming central to government efforts aimed at reducing foreign dependency and mitigating external risks.

Meanwhile, AI agents, autonomous or semi-autonomous systems that perceive, decide, and act, are expected to dramatically improve public service efficiency.

Key predictions from the report include:

  • By 2028, 65% of governments will implement some form of technological sovereignty requirements.

  • By 2029, 60% of government agencies will use AI agents to automate more than half of citizen interactions, a major increase from under 10% in 2025.

Applications range from automated application processing and legislative interpretation to routine administrative tasks.

Dean Lacheca, VP Analyst at Gartner, emphasized the need for strategic integration:

“Governments should identify high-value use cases, run targeted pilots, and develop clear roadmaps to move beyond experimentation.”

The report also underscores the growing importance of prompt engineering, which involves crafting precise inputs to improve AI model performance.

Gartner recommends that governments invest in building these skills internally to maximize the value of AI solutions.

Another emerging trend is the rise of “machine customers”, nonhuman entities like connected devices that autonomously make purchases or requests.

With an estimated 3 billion machine customers already in play (projected to reach 8 billion by 2030), governments will need to adapt regulations and service delivery models to authenticate and manage these digital entities.

While the potential is significant, Gartner warns that these technologies introduce ethical, legal, and operational challenges.

Governments that proactively integrate AI with strong safeguards for citizen rights and system resilience will be best positioned to capitalize on these innovations over the next decade.

AI Agents Introduce Fresh Oversight Hurdles for Media

The evolution of AI is shifting from creating intelligent assistants to developing autonomous agents that act independently.

This advancement raises complex questions about control and accountability, especially as these AI agents begin to instruct and delegate tasks to one another.

This is a growing concern for executives in media and advertising. Major platforms like Salesforce, Adobe, Microsoft, and Optimizely are releasing these "agentic" AI tools that can make decisions, learn, and adapt on a user's behalf.

Furthermore, new protocols are enabling AI agents to log into websites and use APIs for users, automating tasks like changing ad creatives based on local weather.

However, as agents work together, tracing decisions and assigning blame for errors becomes difficult.

This is not a theoretical future; data shows AI agents are already generating a significant portion of web traffic, sometimes even masquerading as human visitors.

This creates risks of systems running out of control, such as agents mistakenly sharing sensitive data or making unauthorized purchases.

Consequently, businesses are urgently discussing the need for governance frameworks.

Key concerns include:

  • Traceability: How to log and audit an agent's actions.

  • Accountability: Determining who is responsible (the brand, vendor, or user) if an agent acts with bias or causes harm.

  • Data Privacy: Protecting consumer data when agents interact with third-party systems.

  • Collusion: Preventing unintended outcomes from agent-to-agent interactions.

While orchestration platforms help manage how agents run, they don't automatically ensure responsible operation. Without clear policies, automation can lack accountability.

This issue extends to media companies, which may hesitate to allow AI agents onto their platforms due to concerns over ad targeting, data usage, and security if an agent shares login credentials.

For marketers, a fundamental question arises: are they creating ads for humans or for AI agents? Leadership must address this strategically, as it will profoundly impact advertising and media. If left solely to technical teams, marketing leaders risk being left out of critical decisions.

The fact that some AI agents already browse the web while appearing human underscores why guardrails are essential.

As agents increasingly communicate with each other without human intervention, the industry must establish rules and standards to guide this new reality rather than simply reacting to it.

Circle Enables AI Agents to Pay for Services with USDC

Circle Internet Financial has introduced a new system that enables AI programs to make their own payments for online services.

Announced on September 12th, this technology merges the company's digital wallet systems with a new payment standard to allow for fully automated transactions using its USDC stablecoin.

The innovation is based on the "x402" protocol, an open standard developed by Coinbase that utilizes the rarely used "402 Payment Required" status code from web protocols.

This allows a website or API to demand a blockchain payment before providing data, creating new opportunities for developers to charge for individual service uses.

This model eliminates the need for human approval in microtransactions. For instance, an AI needing a specific data report can automatically pay a small USDC fee to access it, integrating the payment directly into its workflow.

This development is a major step towards a machine-to-machine economy, enabling new pay-per-use business models beyond traditional subscriptions.

To ensure security, the system uses Circle's API-managed wallets, which protect private keys with advanced cryptographic technology, allowing the AI to control funds without direct access to sensitive information.

Circle demonstrated the system with a sample app where an AI agent successfully funded a wallet and autonomously paid for a risk assessment report.

This integration represents a significant move towards a future where software can not only process data but also actively participate in economic transactions, aligning with Circle's goal of promoting wider use of USDC.
